Social-Work Inclusion (Creation/Consolidation Of Multilevel Governance)

The cd “Cutro Decree” (DL 20 March n. 23 converted into Law 5 May 2023 n. 50) introduced some changes to the rules on the procedures for the issue of authorization to work for foreign citizens and the effects of the same clearance. These amendments are intended to enable workers entering Italy for work purposes to be employed quickly. The new law have introduced a simplification in the entry procedure applicable to all hypotheses of entry for paid employment, including seasonal work, and also extends to entries that take place outside the quotas provided for by the decree flows.

The new provision also applies to cases where there is no provision for the issue of authorization to work, but this is replaced by a notice from the employer of the proposed residence contract, in the event of the signing of a specific memorandum of understanding with the Ministry of the Interior and the Ministry of Labour and Social Policy. In order to enter the national territory, after the issue of the authorization, the Italian consular offices of the country of residence or origin of the alien must issue the entry visa.

Our project following the “Guidelines dedicated to the arrangements for the preparation and evaluation of vocational and civic-linguistic training program for non-EU citizens living abroad, dictated by the Ministry of Labour and Social Policies, aim to contribute to the achievement to the multi-level governance, particularly the social, economic, and political inclusion of third-country nationals, facilitating the access to legal, safe and sustainable migration pathways by creating and/or strengthening transnational partnerships and providing appropriate pre-departure training.
The Guidelines indicate the essential contents of the training, which will not only by specialty, but will also  include the teaching of the Italian language, elements of civic education, concepts of work and workers’ rights and elements of health and safety at work.
The program will be evaluated according to the requirements of the applicants, the relevance of the pathways to the demand for work and the organisation of the activities. These will be carried out in conjunction with the local authorities, with the support of the diplomatic and consular network, also paying attention to the productive vocation of the territories involved.

Applications Approval Procedure

Applications for approval of training program will be completed in accordance with the models annexed to the Guidelines, must be submitted to the Ministry of Labour and Social Policy and will be evaluated by an inter ministerial Commission.
